Vivace - WinCE PDA Phone in Korea

Bad English aside, this is yet another CDMA WinCE PDA phone that may be offered in South Korea (the picture doesn't suggest it's in production yet, though). The "optional" GSM/GPRS sounds interesting, and it has a CF slot... but what I really want to know is why are WinCE-based PDA phones so popular in Korea, as opposed to Pocket PC Phones?
